Will the decision be made in the affirmative? (what will happen?) Consequence: how events arise from one another. Defeat of athens on expedition to syracuse. Could or could not see events of importance, depends where you are. Politicians have trouble predicting what may happen. Importance of knowing what happened on the ground. Political science tries to observe from all 3 points.
