Communication programs need to be organized and managed strategically by excellence departments. Managing something strategically is making sure the programs are based on research and scans of the environment. Varying techniques are used and implemented and evaluated formally/informally. Communication professionals should have some sort of evidence to show that those programs contribute and improve the relationships between the organization and the public. Communications programs in excellence departments also are more likely to have a strategic origin and less likely to contain historic origins. In addition, they are based on research involving environmental scanning and are more likely to evaluate research to gather more evidence to show a positive outcome for a program.
