Americans generally prefer, value and trust government down at the grassroots level. Local governments go well beyond just providing services making political and philopsophical decisions that affect their residential quality of life. There are many faces of local government including. Differentiated geographically from counties by being more compact and distinguishing legally. As largest geographical territory, counties bear much of the burden providing services. County govs vs. municipalities (more urban, day to day functions) Wards vs. at large (wards and districts are the same thing) Individuals who specifically represent those areas (wards) people who represent a place at large (at large) to make things more efficient. Cities (bottom up entities) vs. counties (top down entities) Separating the political and administrative functions of government. Executive, legislative, and administrative powers are vested in elected city commissioners.
