When a qualitative change occurs, the infant/child enters a new stage of development. Believed that you go into a stage of development and stay there for a while and then go into a higher stage. Stages were universal, every child regardless of an factors will go through the same stage at the same age. The child understanding of situations is based on sensing information from the environment and producing a motor response.
