Will change perspective on lottery system - not an appropriate method as it designates randomly by chance versus elections - people consent to the outcome of election. Powerful tool against divine theory of kingship (direct relationship to god, divine right) Manin - distinction principle - willingly implemented by founders of modern representative government (us, france, england) We live in a sort of mixed regime - democratic aristocracy. Recourse to election over lottery will allow for expression of distinction principle. Difference between those exercising power and those being governed is desirable. Public of ce holders/representatives - economically, socially, morally superior to their electors. Wealthier, more talented, more virtuous than rest of population, pg. 94 - representative government instituted in full awareness socially different distinguished citizens .
