Evolution of healthcare system: constitution act (1867): Provinces responsible for establishing, maintaining & managing hospitals, asylums, charities & charitable institutions. It offered to reimbursed or cost share (one-half) of p/t cost for specific hospital & diagnostic services. Act provided universal coverage for specific set of services. In 6 years, all p/t has universal physician services insurance plan. Block fund is sum of money provided from one level of government to another.
