Issue: government does not take responsibility of ensuring safety and quality of products, which leads to private sector companies taking on that responsibility. Shit in funding has occurred from being enirely the government"s spending to now less than half of the government and the pharmaceuical company user fees combined. Issue: gains from the private sector in conlict with the consumers and public health. (2003) business transformaion strategy (bts)- claims to speed up approval/regulatory process of drugs while promoing health, economic growth, and admin costs on businesses. Issue: adverse health efects on the public, puing at risk their safety.
