Affected by discourses of risk, individual responsibility, and community, which are forms of neoliberal governmentality that produce and reproduce ongoing social inequalities. Component parts operate in complex and interdependent: form a myriad of institutions, such as child welfare organizations, education, group homes, health care system, etc. Spaces/institutions: formed by the rules that govern them, the individuals and their guiding ideas with their accumulation of discourses and ideas. They are also governed by larger social structures, in which all institutions are embedded. Institutions composed of: background assumptions, values, and discourses. Discourses are animated through individual and collective practices, which in turn become relatively stabilized institutional structures. Discourses are put in material form: they form the nature of a given institution or social space.
