Offender ends in themselves (vs. means to an end) More individualistic ideas about deterrence as the idea of the individual as a rational decision maker. We are now turning away from penal sanctions as deterrence and more focused on offenders and the efforts to uncover and diagnose the root causes of crime in order to prescribe treatments or cures for offenders. Backward looking (past penal practices) forward thinking (future about deterrence; offenders are treated in a way to deter criminal activity overall in a more positive way i. e. utilitarianism; ultimate happiness) To eliminate the factors and causes of criminal behaviour and whether these factors lie in social domains or medical (psychological) reasons.
