Peter saw trudeau as an intelligent man with a great personality but didn"t like how once a topic had been discussed and dealt with intellectually, he would lose interest in the matter. He didn"t behave like an executive who would follow up and see that solutions were implemented. Peter proposed to trudeau a plan to reorganize and downsize the civil service as ottawa was severely over-staffed. It also meant that if the elected party wanted to change direction it was difficult to do so. When the workload peaked, the spare department offered them expert staff on a temporary basis. The first 1000 civil servants who voluntarily left their positions would then be given to the experts from the temporary department. Trudeau would not permit this plan to go through as he said that he would not allow 1000. Liberals to be laid off even though that was not what peter had proposed exactly.
