Non-indian people who were in charge of these things. Elected representitives in reserves, but ultimately have to listen to the statenot complete control. Gated communities, if you were found outside without a pass you could be put into jail without a trial for 2 years. Became illegal to practice ceremonies of election, banning of their government.
