Where we left off : government is the conflict manager. In canada: democratic government: we are concerned with equality, regular elections to choose citizen representatives, other mechanisms for encouraging citizens to participate in decision-making. But, democracies always fall short of completely fair governments. The reason they do is because of power: ex.
