The problem with the global level of governance is that at the moment we do not have a world government. Essentially, we are trying to govern a planet without a government. Anarchy; the lack of central authority to ensure compliance with norms of conduct: does not mean chaos in terms of international relations literature. Order is very valued by citizens because we are comforted by the sense of security and stability that it offers. Even in nature, there is a clear hierarchy. International agreements, treaties, conventions, international law, international organizations (un) The vatican: when the vatican pronounces itself on specific issues, it gets news and gives the goal a boost, financial markets, global accounting firms, multinational / transnational corporations. Even though we may not have a central authority, we have quite a bit of action in terms of attempting to establish rules.
