The field of human resource management thus focuses on what leaders and managers should do regarding the organizing human resource systems, policies, and procedures. A human resource department, on the other hand, is a specialized group with the primary focus on ensuring the most effective use of human resource systems across an organization to enhance employee performance and accomplish organizational goals. Human resource management must operate within the framework of an organization.
