Alternatives to custody is more effective than incarceration: canada has higher youth incarceration rate than us. Second chance prevention program: planting trees, make them appreciate their environment, when they come into it, they want to change. Any of the kids come from troubled homes - one guys dad died: another was molested. If these kids can learn how to plant trees and stuff, it gave them a purpose for life, if they can do this, they can do anything. Squeegee kids program: helps them pay off debt from real squeegeeing by giving them part time jobs, showed them they could be self sufficient / give a sense of accomplishment. The new approach is aimed at keeping their punishments equivalent to their crimes. Police have a lot of discretion in their decision making: they have an option to divert youth from the courts.
