People questioned too much power in government agencies. Reason for change today: partly expansion of trade agreement which reduced power of state. Trade agreements help us to construct a level playing eld for each country involved, for a welfare state a country has to agree to cut back on some things they want to do. Entry into wto is problematic for some countries, must reduce state subsidies. Neoliberalism caused privatization (ex: canadian national railroad went from publicly owned to privately), reduced spending on social programs result such as public education funding with greater attention to debt reduction. Sovereignty: full right/authority of state to govern territory. Questions of canadian sovereignty: right to govern waters/arctic, quebec and first nations call. To maintain itself (survive challenges of authority) Those who act on behalf of the state. A forum for the resolution of con ict and disputes.
