Tension between the capitalists and the demos. Despot - leader rules with absolute power. Lines of power in federal system of gov. Power divided between central and state/local gov. Both gov and constituent gov act directly on citizens. Central gov is a creature of constituent gov. States have a lot of the power/control. Devolution de ned: a system of governing in which the central governments grant some legislative powers to lower levels of government. As member of cabinet you become members of the queen"s privy council. All cabinet members also sit in house of commons. Acts as checks and balances on decisions. The whip ensures solidarity on party discipline. Bureaucrats do not function well when situations lie outside the realms of preset rules. Rules become an inherent sense of self. Become cold and think it is central to proper business conduct. Not all minsters have backgrounds in their departments.
