Separation of powers = between branches: operates on system of checks and balances (look at diagram) , they all have their own tools of getting their way, they all affect one another. Split power up and all can check each others power: doing this to split power up. Federalism: power divided between national and state governments: exclusive federal powers = enumerated, print money, declare war, exclusive state powers = reserved (10th amendment) Issue licenses, regulate commerce: shared powers = concurrent, collect taxes, build roads. Federalists vs anti-federalists: nationalists vs states rights, focus of debate is liberty and power, required ratification by 9 state conventions. Illegal (articles required all 13: great debate took place, speeches, newspapers, the big brains guided this. Feared big government : george mason, patrick henry: we want small republics close to people, power is abused = the farther gov is away from the ppl the less the gov is actually.
