Immigration policy overly favoured whites and was explicitly racist ideal immigrant was white, british and ideally protestant. 1957 90% of immigrants white, 2% from asia. 1967 removes explicit discrimination against ethnic groups: 1997 54% of immigrants in canada were from asia, only 18% were from britain (cid:1006). Prior 1967, all immigrants where white english speakers, or could learn english, and assimilated into canadian society. 1967 more visible minorities coming into nation, who will not melt in with original settlers: ethnic and racial change of canada changes diversity. 1971 trudeau government adopted policy of official multiculturalism: bilingual framework recognize all diverse cultures of newcomers to canada, recognizing the fact that canada was a pluralist society. 4 key objectives of policy: removal of barriers to full participation in society, assist immigrants in learning to speak one of official languages.
