Duality of the state - state is dividing line between external anarchy and internal order. From 16th century onward - decline in domestic crime and violence and increase in domestic order. Civilizing process teaches people how to restrain themselves. 18th and 19th centuries - emergence of professional policing, police replace military as providers of domestic order. Police better suited because army was never rooted in community. Military remains an extension of the state"s monopoly of violence, arm of executive. Police will always need support from military when threats rise to highest possible level. Regime falls when military ceases to defend it. Has a lot to do with how the regime has courted the military. Military may offer itself as an alternative to (especially civilian) forms of rule. Perspectives on the role of the police: liberal: Sustains the rule of law in a way that is impartial and consensual.
