Organized for the purpose of winning governmental power. A program covering a wide array of issues. Emerging in the 18th, 19th, and early 20th centuries. To manage representaive government in an age of mass sufrage. Emerge out of necessity to enhance compeiive paries. Modern democracy is unthinkable save in terms of paries . Take the complexity of the diferent perspecives and bring them together. Paries organize the populaion, which than organizes the government. 1. representaion: views of populaion are represented, elite formaion and recruitment, goal formulaion, posiions used to display the array of views of parts of the populaion. Cadre eliist (2 types: before mass sufrage, arranged a paricular member of the elite, mobilize people before elecion, then demobilize them ater they are elected, emphasizing ideological leadership, knowledged eliists. Mass paries: dependent on membership, no access to money, used maximum use of people power.
