Patrimonial administraion: personal agents of monarch, rooted in the royal household. Bureaucraic administraion- why: more demanding and dangerous warfare, more complex economy and society, democraic pressures. Weberian bureaucracy: oices with assigned responsibiliies, merit-based recruitment, advancement, division of labour, hierarchy, formal rules. Bureaucraic funcion: administraion- yes, but, implementaion (power, legislaive power, agenda seing and policy advice, policy advice- what poliicians know maters, ariculaing interests- clientelism too far, poliical stability even with spoils system.
