Before it becomes a statute, an act proceeds through the legislature in the form of a bill. Historically, sources of law have included custom, morality, and precedent. More detailed laws enacted by cabinet are called regulations, or delegated legislations. Regulations are enacted by the cabinet acting as governor in council. Cabinet exercise this power with little or no public debate. Procedural law deals with court and pre-trial procedure and rules of evidence. E. g. how a criminal charge can be worded. Substantive law deals with the rights of individuals. E. g. laws relating to the parameter of self-defense.
