In physics equilibrium means all forces and torques add to zero. Inertial forces act to oppose any accelerations of the center of mass. These are the forces that you "feel" when you are performing a task with acceleration. Like in this runner who is turning to his left, he feels the inertial force downward and to his right. The opposite of the acceleration of his center of mass: he is in dynamic equilibrium and is accelerating. So you are always in equilibrium and it really has nothing to do with stability: this young lady is not biomechanically stable at this instant, but she is in dynamic equilibrium. Stability: the best definition i have for "stability" is this, stability is how close the system is to "wiping out" "wiping out" means accelerating at a magnitude or direction that you don"t want: the book talks about "linear stability " and "rotary stability".
