During economic recession the lowest income groups are hit the hardest and have a harder time. Strong links between poverty and health recovering from recession. Examples: canada child benefit, guaranteed income support for seniors. Canada: currently has approximately 33 income-support programs (federal or provincial) Guaranteed annual income system (gains for ontario seniors) New pilot around basic income guarantee (big) soon to start (ontario) More conditions attached, further from basic income model. Admin costs of fragmented social assistance programs can be high. The way we approach social assistance programs attaches a lot of stigma, very micro- managed in terms surveillance around them. Continues the cycle of accessing the assistance, band-aid solution requires you to be destitute before you can qualify for these benefits making it harder to get out of the cycle. Many people below the poverty line are working but in precarious circumstances and so we are not meeting the needs of the working poor.
