Institutions can be formal structures and procedures, but also informal norms of behaviour that may not be written down: policy: broad statement of goals, objectives and means that create the framework for activity. What is health policy: policy: broad statement of goals, objectives and means that create the framework for activity. 2: includes policy made in the public sector (by government) as well as policies in the private sector. But are also interested in the actions and intended actions of organizations external to the health system which have an impact on health. At the other end of the spectrum- international level: actors may be linked with others across state borders. For example, they may be members of intergovernmental networks (duncan"s mom); or they may be part of policy or epistemic communities networks of professionals who get together at scientific meetings or collaborate on research.
