Rejecting individualism is a cultural approach to understanding what creates crime. It comes along with an array of de nitions and theories which we still nd relevant in today"s time and conversations. In this school of thought, there is a strong focus on the following words and their in uence: culture, values, norms, roles and scripts. Liberal reform movements were also known as progressivists who believed many things. However, they largely focused on the belief that cultural norms of poor children were problematic and therefore, needed readjustment through the introduction of the group, the child savers. They were primarily interested in establishing a juvenile justice system, lled with new punishments, approaches and even institutions. In canada we established the ojjd act which was replaced twenty years after its creation for the youth justice act which we still use today. Robert park wanted to study communities and cities and their in uence on the citizens who reside in these areas.
