The canadian government has pieces of legislation relating to incarceration but it does not have an explicit set of policies about who should be incarcerated. The important current pieces of legislation are: Correction and conditional release act and the prison and reformatories act. Prison design throughout the years was influenced by changing correctional philosophies and prevailing social values. The canadian federal prison system borrowed heavily from british and american models. It is interesting to the note that despite radial design changes, philosophies shifts regarding corrections, and political party in power, that the incarceration rate has remained remarkably stable for almost a century. These prions were smaller versions of large penal institutions. Inmates were housed there for smaller periods of time and the security needs were not as great. It is interesting to note that executions (by hanging) were largely carried out in these facilities. These spoke-like prisons were philosophically no different from the auburn design.
