Public libraries (late 19th century): before roman people already started public libraries, but in the 19th century it became an important phenomenon for people to access knowledge. I. e. immigrants moving to new countries could find a way to get acculturated in libraries. 19th century: rise of the public sphere/public consciousness (mass of people thinking alike and belonging to the same community) Reading and interpretive communities: share same values, reading habits, cultural habits.
