Most commonly thought of as "my websites are blocked" Can be either wholesale or targeted to specific pages. Can also be any network service is blocked. We want to include situations where data is artificially slowed down (throttled) In the networking context, filtering can mean removing or un-prioritizing "bad" traffic (ex: malicious, wasteful), and only allowing "good" traffic to proceed. In the network context, filtering also includes slowing down (throttling) parts of the network, a key component/feature in network traffic management. Scope refers to who is affected by a given filtering policy. How widely are the targets of a policy selected. The effect is usually felt on computers that are not your own. Policy is not always known until a block is seen. They are typically the "why" of censorship at the national / isp scope. Ownership varies: some are state owned, some are publicly traded, etc. Other parts of the business: i. e. telephone vs. voip, over-the-top (ott) media services.
