One reason they can get away a lot is because of the ignorance of the public and the conventions of parliament. Some exec talked about the budget before taking it to the house of commons and this is an example of how parliament is becoming more insignificant. Cabinet and pm have seats in the house of commons. The crown is also in cabinet - the pm and house gets their powers from the crown. Tax and spending bills can only come from the house of commons. But in s54 says that any bill dealing with taxes or spending must be introduced by the gg. Also no law can be passed without the gg"s consent. Gg can hold back and not pass a law and if its not passed within 2 years its terminated : this is called the powers of reserve and disallowance. Senate i. ii. iii. iv. is appointed in a regional basis.
