Crossing borders but not international in the sense that it takes place between states. Has to do with the classic for of ir. Borders and countries are what allow for international relations. Holy roman emperor is claiming his authority from the pope directly coming god. In the 17th century the empire begins to lose authority. Emperor can claim the right to intervene in certain issues while local leaders cannot make this decisions. No one has sole authority over the land. The reformation complicates this structure of the holy roman empire. Pope had claim over all catholic believers but after the reformation this is not the case. The reformation negates the power and authority of the catholic church. People were claiming themselves independent of the church unaffected by the rule of the pope.
