All religious great men (e. g. , martin luther) advocated that power of state should be used to control all aspects of a person"s life. The ambitions of state grew because they controlled everything. Whatever benefited prince or state was enforced governments always acted like this. In 16th century, emergence of raison d" tat = governments could do whatever (break any laws) in order to protect the state. In early modern europe after reformation, raison d" tat played out everywhere (including church) Roman catholic church was weak thanks to martin luther and other protestants. To protect themselves and attempt to bring back their power, they needed to defeat protestants, so the church reorganized itself. In 1534 a new pope was elected to reorganize the church to bring back people to catholicism. Reconstruction of catholic church was necessary but required a council. The council met in trent starting in 1545.
