Disagreement about what we should do to mitigate climate change or reduce emissions: not because we do not technical options, we have not implemented a lot of them. Large scale action to reduce emissions and adapt are very slow: education, ingrained behavior, carbon lock-in. Continued dependence on fossil fuels: costs, different frames. Different ways of seeing the problem and solution. Six powerful frame through which climate change is presented in public discourse: climate change as market failure. Idea that market hasn"t included price for carbon up until this point. Solution: price carbon to find solutions to cc: tech risk. Manufactured risk related to inadvertent effects of fossil fuel tech. Tech innovation needed to replace fossil fuels: global injustice. Rich taking advantage of poor and disadvantaged: overconsumption. Too many rich people consuming too many material things. Argued in a roundabout way: planetary tipping points. Has thresholds past which we cannot control.
