Document Summary

Week 9 november 8th, 2016: communications policy must adapt to changes in the mass communication sphere. Communication has to change (e. g. , political, technological, philosophical change): convergence: the merging of technologies, media forms, and media industries. Convergence isn"t solely a technological phenomenon if it were it would be a technologically determinist standpoint. We are quickly adapting to a mediascape in which we have increasing choice about how, when, and where we consume media: conflicts between international trade agreement and cultural policies, trade between the u. s. and canada. If no canadian cultural policies were in place, america productions would easily flood our marketplace: nafta. Canadian cultural exemptions were made, but exceptions would allow the u. s. to retaliate and seek financial redress. There is no general exemption for cultural industries under the wto: convention on the production and promotion of the diversity of cultural expressions (unesco, 2005)
