The idea that you are always being watched. We have some potential person watching us like big brother to regulate ourself. Power does not have to be as coercive as big brother metaphor. It can be more productive and create better citizens. This metaphor extends to the rest of society (school,military) doesn"t just apply to prison. Constantly being regulated and examined so you start to regulate yourself. They need to regulate themselves for capitalism to work. We need them for labour and to regulate themselvesves. We need them to think that working hard is a good thing, getting a job isa goofd thing, going to school. Once you start following this you fall in line by regulating yourself to do this. Surveillance in the panoptical is: productive- by meeting deadlines, by self regulation, beyond the state- it isn"t just the state involved unlike big brother metaphor. Beyond the state that leads to some regulation and control.
