P art ll: grand theories of international relations. Because the state is the entity to most likely control the principal methods of violence. All they care about is the overall/end product. Realists argue that these do not have power to impose order and are only as effective as the states who participate in action. The un is not powerful, the state is -> un is just a collection of states. It only has power when the members (the states) participate. If a country pursues its own interests, it has to do it itself. Make enough to make it costly to attack them. One way to try and counter the threat of hegemonic power by balancing create order even in anarchic environment. Balance of power ; creating order; two coalitions are equal, neither side will go to war: hegemonic stability theory ; powerful dominant hegemonic state can create order. Some argue the balance of power will occur inevitably.
