Make enough to make it costly to attack them. One way to try and counter the threat of hegemonic power by balancing create order even in anarchic environment. Balance of power ; creating order; two coalitions are equal, neither side will go to war: hegemonic stability theory ; powerful dominant hegemonic state can create order. Some argue the balance of power will occur inevitably.
