Stakeholders fall under the social equity e of sustainable development (3 e"s : env, economy, social equity) Identify socially acceptable solution- govn may not be concerned abt whats socially acceptable: define problem more effectively, access information about local understandings, values. Non-participation- just educating the public/stakeholders; they have no say in the decision manking- very manipulative.
