Provincial: decisions to phase out coal fired power plants, cap & trade programs, setting land-use policies. Municipal: lobbying to get provincial govt to do more regarding climate change. Aboriginal peoples: a growing set of rights (use traditional land/resources) but great uncertainty on what the rights are. Conservationists and environmentalists: interested in conserving environment. Pre-problem: a lot of attention is not given until a problem occurs. Decline of interest: problem too challenging or a new problem comes up - we want the issue to be resolved before we see a decline in interest. Challenge 3: inherent characteristics of environmental management cases. Uncertainty/risk: usually engaging in environmental management with incomplete knowledge, don"t know 100% the outcomes but we take a risk based on odds. Indeterminacy: in some cases, we can"t even predict.
