National preference system is not really that rational, why only white. Is canada"s selective opening/closure through immigration purely rational: immigration permanent residents and not be kicked out, migrant does not have permanent resident, temporary work permits. You have a job offer needs a specialist from a different country and then have the company lobby the government for them. Canada"s immigration system: not always as open as today.
