People cant be in both parties, a person cant be in both legislative and executive branches of the government. Presidents are heads of state and heads of government. The head of state: ceremonial duties, acts as. commander in chief of armed forces, head of civil forces. Role of cabinet is to advise the president. The fact that the branches are separate means that neither branch can bring the other down. The executive and legislative can bring each other down in a parliamentary system.
