State involvement: the canadian constitution (org. British north america act) assigns roles and responsibilities to the federal, provincial and territorial governments. P/t (provincial and territorial) governments were made responsible for the delivery of most health services (e. g. establishing and maintaining hospitals) Federal government maintained responsibility for quarantine, marine hospitals, and ve populations: federal inmates, canadian forces personnel, veterans, Shared responsibility for public health, though services tend to be administered at the p/t and municipal levels. Charitable in origin, operating on donations, with little to no government support. Not healthy environments, as links between disease, hygiene and sanitation had not yet been made due to the lack of standard. Have not yet shifted from caring to curing yet: transitioned to caring for all sick by 1890s. Two-tiered care and increased expense (upper and middle class started using) Specialized hospitals (mental health, incurables , private etc)
