States can be multi national, for example india where many languages are spoken. There cannot be a state without a nation (state vs. government) Nation and state are two distinct conceptual entities. Nation and state are often used interchangeably. But the distinction between the two is often not made. Thousands on nations, only about 200 nation-states. Concepts like nation, people folk, race, entice group are all social constructions. The ideas of nationalism is brought about by politics, etc. All of these concepts are inventions in terms of what they mean. It is a recent invention of language linked to the nation-state (ex. Cleaned germany of people who did not identify with the nation"s identity.
