Freedom of action: hardly anyone believes that citizens should be allowed unrestricted freedom of action. Freedom of thought and expression: more harmful to censor expression because of the importance of the truth. It is the duty of governments and of individuals to form the truest opinions they can liberty -> harm principle -> freedom of expression -> free press. Liberty meant protection of the ruled from tyranny. The aim was to set limits to the power of the ruler / the master. Recognition of rights (magna carta or medieval charters)
