Encounter in the mountains: every year a usual meeting takes place somewhere in the norwegian mountains the meeting is held in a hotel of quite high standing, with two hundred people participating for three days and two nights. Five groups are here: official operators of the penal system, politicians, the liberal opposition by people interested in criminal policy, prisoners, often people still serving sentences, people from the media. Increased imprisonment rate from 1814 to 1843 (daily number of prisoners from 550 to 2325, 61 to 191 per 100,000: time frame: 1814-1996, why, punishment used to be corporal punishment death penality, no prison, it didn"t exist. Finland: former high-rater, now a low-rater: land of incarceration: three trends. 1886-1918 similar to other nordic countries (1809 finland was a part of russia but its penal policy was nordic)
