There is an overarching narrative about what crime is, who commits it, and the role of the criminal justice system in dealing with it. People"s consciousness is impacted by this informational flow. The media provides a schemata of information which will allow the audience to interpret certain things. Media as agenda-setter": penal welfarism current perspective, crime as a result of pathology and abnormality; criminality as curable" and treatable. The state claimed that they would fix" crime and the individuals that committed them. In the 1970s, we began to see a punitive turn and a distinct move away from penal welfarism which believed that rehabilitation should be the goal and the ideal of the criminal justice system, particularly in prisons. This rehabilitative ideal was questioned because it could not be achieved.
