This act took seven years, three drafts, and more than 160 amendments before it came into force in april 2003. Compared to the yoa, it is way more complex and has many more sections. It wanted to reduce the high numbers of youths being incarcerated as their sentence since there was an argument that there was too heavy a reliance on custody as a form of punishment.
