Annual budget of csc 3 billion$ - 40% increase over 5 years . most of it has gone to building more cells. Even though 2,700 new cells were built they inmates are still being triple bunked. Under canadian law, prison should be used as a last resort. Health care is non-existent even though prisoners have the right to it.
