Civilian/guards/patrols and public transpo; bc first jurisdiction w/ armed special constables. Downtowns/night crowd: research on bouncers; violence can be outsourced. No reports: counting on the bouncers to stop crime. Transformation thesis places an emphasis on accountability and changing sources of authority/ power. They are trying to trouble easier solutions of the transformation thesis. Logic and self interest are trying to undo the narrative. The ratio is a number and can speak for a number dynamic. We want to move from ratios to rationalities. Wants to move away from processing reality, so instead it is focusing on what is normal.
