He starts his article saying that there are different ways of governing conducts in different communities, cultures, time periods, institutions etc. They are very different but the majority of them focus on moral conduct when they try and govern conduct of their people. They wanted the death of the welfare state so no more government helping the poor with welfare, Based high on competition, consumerism, out-sourcing to other countries etc. Rose said that he wanted the recasting of the ideal role of the state, meaning he took a neo- liberal perspective. He says state should be a partner for a variety of independent agents.
